KPNA - Guest Speaker

By Ken Kraska

Supervisor Patrick Vecchio was the special guest speaker at the October 13 meeting of the Kings Park Neighbors Association. Discussed at the meeting were a number of  issues effecting our area.
KPPC - The key topic was the Kings Park Psyh Center. The Supervisor reiterated the Town's stance on the property's current zoning and indicated the town would not be forced into re-zoning the property to effect a sale, unless it provided a positive impact for the community. He credits the exit of the last two prospective buyers to the high cost to remediate the property. Further he believes based on the analysis and decisions of both Lamb and Erickson to step aside, there would be little chance the third runner up would take the bait and invest the time and effort in attempting to pursue the purchase and cleanup of the property. It is his contention the State, like any other party be held to the laws included in the "Brownfileds Legislation" and be accountable to cleanup the mess they created.

Kings Park Castle- The Board of Zoning Appeals has denied the applicants requests for variances and has required they submit an Environmental Impact Study which will detail how the proposed construction would affected by the  property's steep slop and elevation. He stated "I suspect they may go away".

MTA - The Supervisor said he spoke with Sen. Flanagan on the topic, a month or so ago. He said the Senator pointed out the MTA's budget concerns and their requests for rate increases and based on that, the MTA has no money to do what they proposed to do. Further, the Supervisor stated "That is a nebulous answer to a nebulous question. I have a gut feeling, it's only gut... they have set their sites on a parcel." Someone mentioned "south of the tracks", the Townline Road site and the Supervisor stated "well that is what I think, but it is only a gut feeling." He conceded no one will know for sure until the MTA's impact statement is completed. The EIS is due at year end.

       Harrison's Pond -

The town must apply to the DEC for a permit to dredge the pond and remove the debris. This will take time and be a lengthy process.

     Town Master Plan -
When asked what the impact of the update would be on Kings Park Community, the Supervisor stated, "I don't know the answer to that question." He expects the plan updates for the controversial areas, namely the KPPC and  the MTA sites, to be completed within a year or two. Further he indicated the plan was being worked on "in house", and with out the need to hire outside consultants.

Councilman Districts - A Councilman District is one whereby the town is divided into specific geographical areas and an individual councilman is elected by their respective geographic region rather than town wide. Supervisor Vecchio indicated he was against this type of arrangement as it would be counter productive. He sited, members would inevitably use their power to vote as a bargaining chip among each other to support issues which may not be in the best interest of the town as a whole. Therefore, he is against this type of government.

Home Again

By Ken Kraska

Homecoming 2004... What a day... What a home game... The Kingsmen played hard and without scoring in the first two quarters they racked up 15 eclipsing Half Hollow Hills West by 8 in the third quarter. By the Fourth quarter HHH fought back with 6 points closing the gap, but not enough to overcome the Kingsmen.

Library Expansion Ideas

By Ken Kraska

Based on their analysis, with input from outside consultants and the questionnaire surveys submitted by the public, the Smithtown Library at the August 17th meeting, presented a preliminary plan for enhancing the library network.

The following areas are targeted for increase in all four branches:

bullet

Adult Collections Space

bullet

Young Adult Collections Space

bullet

Children’s Collections Space

bullet

Public Computer Workstations

bullet

Public Seating Space

bullet

Administrative & Staff Space

bullet

Public Meeting Room Space

To accommodate the above increases each branch would need to expand their facilities. The Kings Park Branch will more than double its current 9,963 square foot configuration to 20,160 square feet, at an estimated cost of $6,705,188.  The additional space would be added the front of the existing facility as indicated by the teal space in the diagram below.

                        Kings Park Branch
  (Smithtown Library Graphic)

In addition to the space there is a 20% across the board planned increase in each of the branch's collections:

  Current Items 20%
Increase
Projected
 Collection
Commack     77,236 21.8% 15,447      92,683
Kings Park      64,029 18.0% 12,805 76,834
Nesconset      60,684 17.1% 12,136 72,820
Smithtown     153,005 43.1% 30,601 183,606
Overall     354,954 100% 70,989 425,943

How much will it cost? The grand total to upgrade all branches is estimated at $36,970,446. Assuming a rate of 5% over twenty years, it would cost the average taxpayer with a property assessed at $6,000 an additional $63.61 per year.

It should be noted these are preliminary ideas. Other factors including public input will be necessary before any plans are finalized.
